Seniority protection

Every offer is logged with a timestamp and the seniority position of the worker. When a grievance comes up, you can answer it in 30 seconds.
If a worker is unavailable or declines, they're recorded as offered and passed. Their seniority position is preserved for the next call-out.
Workers can set times they're unavailable. The system skips them and circles back when they're next in line for a shift they can take.
